Folks act like Idol's a once a year event, it's been on 8 years! Good prime is good prime, stations still need to hold the lead in audience.

25 clearly promotes their 10 o'clock more than any other newscast, and that appears to have paid off.
most people who want their news earlier than 11 have two local options: 25 or CW56.
while both are rather over the top, most people probably prefer an informative (albiet flashy) broadcast to alligators in toilets in miami (which i know is an over-used example, but its one that highlights the un-newsiness of 7's news).

I see it as pleading with viewers to stick around to watch 'their' news program instead of the 'other guy's.' These promos--all of them--come across as pleading more than anything else. It's a sad commentary, but a true one.

My Dad loves Fox News in the AM, Mom loves Fox news in the PM.
Reason...
Dad: "They have the best traffic" (although he is retired...? lol)
Mom: "They have stories on there that noone else would put on" (referring to the "Fat lady stuck on toilet in the air" pieces)... and finds the avg Joe people they choose to interview entertaining.

Say what you will - it's working, and it's clearly an attractive product, or their numbers wouldn't be so steady. Something to be said for respective affiliations. Fox is the big 4 mass appeal network while CW narrowcasts and targets a very specific viewer demo.

I think they are very understandably successful at what they're doing. If you chart their evolution, they took the old "7" model and updated it ... in fact using a lot of 7 people to do it from the producing staff to the design staff to the assignment desk. The set which is in my mind is the best one in the city by far was designed by the man who originally designed 7's set. But this one was done with high quality and it shows. Highly styled set but not an over the top presentation style. It's a good balance. Plus, say what you want, it is local news, and they have kept their newscasts very local feeling...with a real standout female anchor. In combination with their success in the morning, they have slowly developed uniqueness to be one of the major players in the business. With the nice Fox lead-ins, success! Good for them. It's a tough business.
